The car was for a dilership out of EU so you can get back the VAT. Even private person can get VAT back if the car is imported but I respect their idea about their business.

Good price
On photos there was winter tires inside the car with nice aluminium wheels but when i bought the car he said that the wheels are from a different car which wasclearly a lie because he put the tires on ugly rusty steel rims which had new weights.
